As the title says, I would suggest letting Last Stand and Rallying Cry be on seperate cds but not being able to stack the effects. Because right now there is little incentive to pick Last Stand when you have Rallying Cry since you can’t use both because of the shared cooldown.
Arms and Fury would not be affected by this but it would help make one of the iconic protection warrior talents feel better to pick again.
Because if the choice is between “I can get 10 % more hp when I use my cd” vs “the entire raid can get 20% hp for a mechanic” you would almost always choose the raid cooldown.
It would also help protection warriors to get more in line with the other tanks in terms of power.
