Besides the pre purchase of Shadowlands, is there a way to purchase a level 110 boost ?

Do you mean the 120 boost?
You can buy it from the WoW store.
If you mean the actual 110 boost from prepurchasing BFA not Shadowlands (if I recall correctly) then no, there is not.

Upgrading to Battle for Azeroth (if you haven’t already done so) includes a level 110 boost.
If you have a second account on the same email (like a WOW1 and WOW2), upgrading it to BfA will give you a single 110 boost to use on either account, so it’d work on your main account too.
Sorry to sort of hijack this but does it matter which version of bfa rewards the boost? ie Standard or Deluxe?

Getting Deluxe wont get you two boosts tho ^^
Legion = you added game time.
Battle For Azeroth = current expac.
Shadowlands = not released yet.
