Level 32 Beast Master spec and I can't tame Lvl 31 Loque'nahak

OK, it’s been a long time sinc eI levelled a hunter, but I’m level 32. I am Beast Master and I keep getting told I can’t tame a specific animal (Loque in this case, but there have been others)
I went with a lvl 60 friend last night and he was able to tame it.
It was level 31 for me when I tried it, both solo and while with my friend.
What gives?

Have you got exotic beast taming? I thought this was lvl 35 and up

You sir, might just iwn the prize. This was not a thing when I last levelled a hunter. Seems to be a level 39 skill but the description is… vague… So I’ll be patient and see!

Previously you needed to be lvl 68 to tame Spirit Beasts IIRC.
