Remember legion? WQ always mattered, LfR (at least the actual raid) always mattered. The only thing that always outdated a bit faster was heroic dungeons, but even those were useful in legion because they were tied to WQ.
They should do a legendary questline like they did in MoP
So all previous raid tier were constantly relevant as new chars wanted to progress through them to obtain their legendary cloak.
So you never ran out of players wanting to do it
