A completely useless item, made rare for god knows what reason, being the only blocker for completing this.
I’ve spent countless weeks now, checking the vaults, every single day in the hope it spawned, and nothing.

It shouldn’t be.
Not for a completely useless book.
Well it’s how it is, i had hard time with that book to but it spawned.
Did it spawn upon reset of the Vault, or randomly appeared when you entered it again?
It’s always one chance each reset.
