I have been trying locking my exp at level 57 which is the max level before Dragonflight opens, and playing the old content by changing the timeline with chromie however I want. I am experimenting right now. Pvp doesn’t work you can’t find anyone at this level to do pvp.
Heirloom gives 175 ilvl at 57lvl. You can do timewalking dungeon which gives 182ilvl items. Max 188 ilvl drops with quests within shadowlands I have not tried other expansions much so I am not sure how it scales. At 57 level you can’t fully access Shadowlands also, just zone story, zone quests, and not even maw but you can do torghast.
Dungeon Finder mostly works but to do world bosses or group world quests you still don’t have any people in the old content, just a couple of people leveling. To do old raids you still need many people but there is none. Sometimes you can find it in premade groups. I am curious if any guild plays like this, or if anyone is interested in playing in the old content.
Just to note you can still do this at 60. The only difference is that you have to go through Chromie’s questions of which timeline you want to choose rather than pick one with a button.
You can do the rest of SL at 60. I have no suggestions for the grouping but I believe there may be guilds out there who deliberately stick to a specific expansion and lock XP to do the raids etc.
I found out that you cant lock xp when you reach lvl 60 unfortunately. 
Ah. That’s a bit rubbish.
I guess leave SL for last. It doesn’t require chromie time etc and you won’t get many levels after, plus mostly 70s looking for raids there.
Last level it can be locked is 59. And even then some quests grant very small amounts of xp, like 38, but I don’t think it can level you up.
