I am supposed to be able to enter raids after 24 hours, that has passed and I’ve worked my *** off to boost this character and get raid ready for today, and I still can’t enter.

The article you linked says wait 48 hours then make a ticket (but don’t make a ticket via the link you posted as that’s the US and I’m presuming your character is on EU). Follow the link to make a ticket in this article - https://eu.battle.net/support/en/article/11319
As far as I’m aware the restriction clears on daily reset, which is why the article mentions it may take up to 48 hours.
