where can i see my lockpicking level and how do i level it? is it only for the rogues?.. or is it for some professions like engineering also? i am a jewelcrafter and i think i saw some lockpiking scroll i could learn at some point…

Isn’t your lockpicking based on your level now? I think it’s 5 times your level.
Yes, a Rogue’s lock picking was reduced from a skill to just a bit of arithmetic: 5 times character level.

It is only for rogues.
Jewelcrafters can make a single-use
and Blacksmiths can make another lock picking thing.
