My question is where can I log a formal complaint… o wait it seems that it is impossible to log a formal complaint with Blizzard EU… Is this not illegal? Or can someone please direct me to where I can make a formal complaint and get a response

to talk to a gm you have to go to the section “trouble with payment”. No joke, they asnwer quick even there
They should add game time to your sub, for every minute in the queue you get 5 mins of game time.
1 for the wasted waiting time where you paid to be in the q.
+4 bonus minutes for the struggle. (Minimum)
So for 1h login queue you should get +5h to your sub timer. (Max 2 times per day so ppl are not abusing the bonus too much)
I thought it was because servers were below low population
