That’s because there are so many Horde players.
This is not something Blizzard can fix. if you want lower queue times then you (the Horde players that dislike long queues) will have to reroll to Alliance unfortunately.
Queues will probably only get longer and longer because less Alliance players continue to queue up over time once they hit exalted meaning that there are less Alliance players that you (Horde) will be matched against.
