EDIT: I finally found him!! 
Title says it all. Mankrik is the only NPC I need for this achievement and it’s driving me crazy. If you’ll happen to have him spawn for your character during the daily The Protectors of Hyjal, please contact me. Thank you so much!
Have you tried the Achievements Discord?
They have a role for the NPCs for Have… Have We Met? so that you can be notified when someone calls one out.
Maybe worth checking it daily.
