If I play as a healer in a normal raid, and I want to get loot for dps, can I? How does it work?
You can. Rightclick your portrait and set your loot spec to Devastation.

Ty, one more question, is loot generated when I loot the boss or how does it work, sorry I’m new to pve.
When the boss dies. Then when someone loots the boss (or its associated chest), all items appear and the whole raid gets to need/greed/pass on them. You can kill a LFR boss to see it.
Is it fine If I do normal raid ( Vault of Incernates) with around 400 ilvl
Yes, people were clearing normal early on in the tier with 370-385 ilvl. As time goes on pug groups in lfg get more stringent in their requirements but 400 should be more than enough.

If I do raid finder, will it lock me out so I can’t do normal ones?
No, each raid difficulty has its own separate loot lockout. You can even go and kill bosses in LFR, Normal, and Heroic more than once a week if you so choose, you just won’t be counted when it comes to work out how many items drop, and you won’t be able to roll on them.
