So i did the Broken shore scenario and eventually got teleported to dalaran. From here Lord Maxwell Tyrosus is supposed to spawn in order to give me the quest “an urgent gathering” so i can get my legion retribution artifact. But he doesnt spawn. I can see the quest on the minimap, but thats it.
I have not found a way to trigger him spawning.
Help, i really want my ashbringer!

I’m not seeing any known bug with the quest “An Urgent Gathering”, however if the issue persists, please do report it to our developers, and they’ll be able to check this out for you.

I have got the same problem.
I have got lvl.70 Paladin, already finnished Legion campaign on different character, so I accepted the Legion quest from the board on my paladin, used the skip option. I was teleported to Dalaran, received the hearthstone and then nothing.
I can see on my map An urgent gathering quest but there is no NPC or anything, that would enable me to progress.
Bit late to the party, but do you have the “The Harbinger” quest in your log?
If yes, play the related quests and Dalaran should return to “normal”.
