I’ve finished the Voldun storyline through and through twice, but nowhere was it implied that any of the denizens (that is vulpera, sethrak and trolls) have any sort of affinity to summon and control demons.
Mage and priests are stretching it too, but it’s still in terms of “elements” and “healer”.
As you said, we have to stretch with some of those classes quite a lot anyways… But I’d think in the direction of witch doctors and curse experts. As scavengers in Zandalar they might have quite a bit of contact with cursed items and their use, so why not have anyone learn how that works?
Not exactly demon summoners, but close enough to the direction of “practicioners of dark magic” to possibly count, I guess…
Feels like a desperate fanservice to me, really. 
I suppose there may be some random NPC added, something like that one Kultiran “shaman” added with the introductory quest line, to “make them make sense”.

I think you are asking too much of the Blizz story team. Much like their fanbase, the sand rats are “into everything”. There’s your lore.
Consequences of making an asspulled race with little lore playable to appease people with disturbing… tastes.

I also love it that’s the usual go-to when someone is manifesting any form of dislike towards something. It has to be cause you are it. I’m afraid it’s not gonna work during the age of the internet.
