It can be both. Like anything in nature, really.
It’s like a cute little creek that provides nourishment for the local flora and fauna vs a destructive flood that swamps the environment and chokes the life out of it.

That’s how I rationalize it personally, but I think it makes sense with the whole dualism balance thing Blizzard’s been pushing lately.

I think it’s reasonable to assume it’s innate. When K’ara fell to the Void during the crash of the Genedar, Velen stepped in to shield the other Naaru and to cast K’ara out and that sapped his physical and mental strength so badly that his visions of the future became unreliable for centuries. Seems odd to me that that would happen if the power came from an external source like the Eye of Prophecy.

Doesn’t Fareeya show up with the other Racial leaders, tho, instead of Turelyon?

I’ve an odd question.
Theoretically, would a dragon in humanoid form be able to wield the Light, or be granted powers by Elune? Was inspired by Krasus, being a red, but able to wield the arcane.

Literally anything can wield the Light. Dragons are no exception.

Unless it’s a void dragon it wouldn’t be any issue. The dragon in question then would just need to use a magic that’s not innate, not in it’s blood.

As for Elune, we have Ysera being granted something by Elune.

Because, again, Turalyon leads the Army of the Light, not just the Lightforged. He is to the Lightforged what Anduin is to the draenei.
