We are not aware of any issue with Dibbs or with the quests he is related to, can you please elaborate a bit on what exactly is the problem you noticed? 
He is bugged, he is not standing at his location. He his instead standing in a wall at the big house in southshore

The NPC looks fine and present in his normal location, can you try going there again and try turning in your quest? ^^
