I’d say they’re on similar power levels, but the Lich King was primarily a Frost Death Knight. He did have great necromantic ability, but his primary forms of attack were frost based such as Remorseless Winter and the like, so take that how you will.
He leaned heavily into frost in his boss fight, yes, but you also have to consider that he was also basically an ultra-necromancer.
He raised, controlled and commanded ungodly amounts of undead all over Northrend at once, and mostly from the Frozen Throne; and he further also controlled all his lieutenants across the other continents during the Scourge invasions in WotLK.
Not to mention that he was about to willy-nilly raise entire raids worth of champions as Death Knights during his boss fight if Tirion hadn’t intervened.
With Shadowlands lore, as loathed as I am to take it into account, the Helm of Domination basically gave Arthas wallhacks into Maldraxxus and knowledge of its achitecture, rune magic, constructs and technology.
To say he leaned more towards one specialisation or another is difficult.
As for Death Knights in general:
I’d say if you want to indiscriminately own someone in a 1v1, Frost is the way to go. It’s quick, it’s surgical, and has potential for sudden, debilitating outbursts. I personally take Unholy and its plagues at being exceptional in target-rich environments with organic enemies where diseases can spread and bodies can be raised, and less so against constructs or elementals who by their very “anatomy” would not necessarily enable the contraction of plagues as easily.
I think it’s Unholy because it’s the only spec that can settle down and raise a family.
Heck frost. All my homies hate frost.
