Lost Edict of the watcher

Hello.

I can’t really find a answer, so thus my post. Is it still possible to obtain the hidden appearance for Holy Paladin in 8.3 (Lost edit of the watcher). I know there was some requirements back in legion Artifact knowledge 5, and there was some players saying that you need to do storyline for Illidan. and that players has still been obtaining it but it seems they’ve had their characters active in legion(So they might have done the artifact research before it went legacy), This is a new character created and leveled in BFA and has not really done any legion content besides unlocking the class hall and done the few entry quests to get past 110.

Before I spend hours farming, I just want to know since the artifact knowledge research is legacy and cannot be done anymore, can I still obtain even with a character that was created in BFA ?

There are no patch notes stating it has been removed, so the requirement of it being dropped off any demon on the broken isles at a very low chance regardless of your progression will still stand.
