Perhaps I’m late to the party and this is old news, but last time I tried the Love Boat toy anywhere else but open sea, it’d always insta cancel. However I tried it again today and suddenly it seems to work? I tried it twice in two different rivers and no insta cancel. Finally a usable boat for RP? 
Sadly I can’t include a screenie, apparently I’m not trustworthy enough. 
I’m not sure regarding the love boat, -HOWEVER- there is an actual useable everywhere toy from dragonflight called Tuskarr Dinghy
Oh yeah, I’ve seen that about! It’s a 1P boat though, right? Then there’s the raft too of course. The love boat is neat because it can actually carry two players, so you can sail about IC with a mate! 
Yeah, the tuskarr one is a 1 person raft-type boat. It’s also kind of a pain to get, unless they’ve fixed the issue of the game not registering your net casts half the time, even if they landed right on top of the fish. Still, it was worth it. I love that toy. :>
Good to see this one is finally working, though. No idea why that had to take six years.
A tip to make that challange easier is to start tossing nets the moment you get on the boat and then turn around and cast nets on the respawns when the boat starts moving.
They probably made it usable everywhere because the Tuskarr boat is usable everywhere.
I gave the achievement a try and got it on the third, woop! Was expecting it to be much more painful to get. Thanks for the tip though, it’s a very cute little boat. 
As a mage, I can suggest Bipsi’s Bobbing Iceberg… Been using it since MoP and I think you can just insta buy it as a Mage
That’s a really neat item as well! I can definitely see it being usable even in RP as a mage.
Looking at some of the comments it seems they did tweak the achievement recently, which if so is great. There’s a lot of RP potential with these.
Personally I never fish from land any more. And like with the other raft you can put up the picnic set on the water surface, so you have a parasol so long as you stay in the same spot. Just got to cover up the basket a bit. (I do wish I had the one from the trading card game, so I wouldn’t have to exclusively sit under a pink monstrosity with hearts. :> )
