It is annoying that we still have the limit for events like these.
If you have characters on other servers you can play those because the limit is based on server.
Change other server - do those toons
10 instances/hour limit to stop farmers
I’m also locked out of the love instance and there seem to be no reset in sight 
Which is extremely easy to work around since they just make sure each run takes 6min.
