Low FPS even at minimum settings

Why am I getting low fps, rapid fps fluctuations, stuttering when dragon flying, pop-in textures even with view distance at max, screen tearing with V-Sync ON and other problems relating to graphics?

Ryzen 5 3600
RTX 3060
1 TB NVMe SSD
32GB Ram

What is going on with WoW atm, is there optimisation issues, or some unknown issue relating to above hardware? Idk any more, it’s annoying

Because this, it’s been going on since pre-patch. It was even present in the Beta.
