I’m having heavy fps drops in 20 man raids. An example of this would be Rashanan where i go lower than 20 fps. Based on my specs, what would i need to upgrade in order to get at least 60 fps during raids

Your CPU definately. The 3000 Ryzen series is pretty weak for CPU-limited games like WoW (mostly singlethreaded).
I would recommend getting a 5700X3D (X3D, not the normal X, very important).
This will almost double your FPS in WoW.
You won’t get a stable 60 though, for this you would need the 9800X3D, a new motherboard and RAM.
You will be in the 40s on pull with bl etc. on some fights like rash.

This is the slowest DDR4 RAM available, so… that’s bad for gaming in general.
1066x2 is 2133 RAM, recommended for a DDR4 gaming PC would be 3200 or 3600.
You should check if the XMP profile is loaded in the BIOS to make sure you are not running faster RAM at the default speeds and thus waste alot of performance.
4GB? Must be a typo, cause 3070 Ti has 8GB.
