So a question - should I kill other low levels in wpvp while questing?
Also ganking - is it ok to punish players who chose war mode to level up by sometimes ganking them?

You can do w/e you want to players who also have WM On .
I dont even kno why you ask these questions.

You have wm on and they do…you want to kill…then kill…you want to spare…do it…
