Heres some history:
Lycaras Teachings got bugged somewhere in the middle of the expansion.
Basically what the bug consisted was when you pick up Lycaras Teachings the % stats doesnt afflict you until 6-10 seconds later.
There was another talent called Protector Of The Pack that had nothing linking it to Lycaras Teachings at first glance but when picked it fixed the bug and the % stats were granted instantly without even a second delay.
Now:
Protector Of The Pack is removed and theres no way around the bug of Lycaras Teachings.
