M+ keys needs the same system as Delve tiers

Current keystone system is very frustrating for targeting specific keys. I am playing with a full group of friends, and while it definitely has a lot of positives, the downside is we are at the mercy of RNG to target specific keys.
We’re all missing a couple of +10 for portals/2500 ach. We can easily time everything on +9, but +10 keys are usually pretty close or slightly behind the timer.

Typical scenario is we start the week with +10 keys. Now if we time something, then we can reroll 4 keys and hope they become one of the dungeons we’re missing. If we don’t, we need to run another +10 to repeat the process. If the key depletes into a +9, it is now pretty much useless outside of some crests. Sure we can run it back up to +10 and hope it becomes something we need, but in the end it’s completely out of our control.

So you’re basically stuck in this endless cycle of doing dungeons you might not want to do, in hopes to get access to a dungeon you actually want to play. Early in the season you are more likely to need everything for drops, score, etc. But later on you really see how bad the current system is. Targeting dungeons is completely out of your hands, unless you stop playing with friends and look for random pugs instead.

The Delve system so much better in every way. You simply need to clear the lower tier to have permanent access to the higher one.
So what are some counter arguments?

You can just farm the easiest dungeon 8 times for your vault slots.
True, but if that’s the case then maybe put in some effort into making the other 7 dungeons more appealing to run? Or another way to look at it, who cares if someone wants to do the same dungeon over and over? They are still playing the game.

Players will burn through the content faster and stop playing.
In theory yes. For me personally, I would just have more time to play alts.

There needs to some stakes when you miss the timer on a key.
There already is. You get less loot, less crests and the time you spent playing is lost, if your goal was to proceed to the next level.

Players can just run out and reset the dungeon over and over if the slightest thing goes wrong.
Yes, but this can be fixed with an hourly limit on resets. Or you can look at it this way; who cares if a group wants to run out and reset 10 times in a row? Blizzard has said they consider an M+ key the equivalent to a raid boss encounter. Well, last time I checked you can reset and try as many times as you want on a raid boss, without any downsides or having to re-clear other content first…
