They are against the rules, yes.
They are not illegal utilities as such. They have legitimate and useful uses. But a big fat no to using it in WoW.
This is the same as with certain mouse drivers or macro tools in general, and is usually the subject of complaints where people think they got banned for stuff they weren’t even using in conjunction with WoW.
Yeah my mouse can do it. I’ve changed mouse tilt left to + and use it for tab target and that hasn’t gotten me into hot water, but I can see it happening.

All sorts of things can be done on a PC with various software, that does not automatically mean it’s within the rules.
You can not automate any action with hardware or software in World of Warcraft. It has to be one action one key press. Automation is not okay.
I am very lazy and i’ve been using autoclickers for ages. Granted i think blizz saw things my way aswell, for things like milling/prospecting, back in WotLK if you wanted to use thousands of ores/herbs you had to click once for every 5 items, this would mean hundreds of clicks, hence the autoclicker, but now you just select a stack of 1k ore/herbs and click only once.
