I’m a night elf mage and even tho just now i visited stormwind i don’t have the teleport to stormwind spell, i can only teleport or open portals to darnassus. How do i learn to teleport somewhere else?
Go to Stormwind to Portal Room and you can find Portal Trainer there 
Btw it is not the only place ofc, but it is themost convenient location.

As Vaellir said, you need to visit Portal Trainer in order to learn other portal/teleport spells.
