If they can be elemental shamans I don’t see why they can’t be mages.
Taurens have hands not hooves on their arms.
Strangely enough, Lore wise, The Grimtotem tribe are trained in Assassination techniques basically from birth, and the Yaungol of Pandaria are fire mages.
So there’s absolutely no reason NOT to have them other than Blizz can’t be bothered. 
They should just remove the restrictions.
I want to make a gnome DH or at least a gnome druid.
Too much work for all the animations I guess.

Because you can find most races doing most classes around the game world.
