Hey,
My main has the reputation required to boost my alt’s necklace up to a higher ilvl than currently. When I go to Magni, he offers nothing but a vendor? No quest, no talking… absolutely nothing?
I hope for dear life I don’t have to do that War Campaign again, because that was the most utterly boring set of pointless quests I have ever done, especially being as majority of rewards were gold, from running from one spot to another continuously.
Any ideas?
Magni quest has been moved into Nazjatar. You have to start Nazjatar questline and once you reach your Nazjatar home base, Magni will come to you asking your help. Doing Magnis quest will boost your neck to higher lvl and give lvl35 on neck.

If I completed this on my main, will be be available on my alt? Or do I have to do this quest chain to get Nazjatar’s home on my alt? (If this makes any sense)
Yes you have to do it on all alts separately. Bit annoying but luckily quite fast to do.
It’s like Radium said, pretty fast to do, and an added bonus is that you’ll receive a 370 weapon and some 380 gear pieces during the first few quests opening up Nazjatar before you get to the Magni upgrade.
Assuming now, I must have the 3 reputations to friendly before I can even begin the quest chain? My alt doesn’t have 2 of the 3 to friendly, hoping that’s not the case.
If I have to do one my god damn reputation grind for this…
It is my experience that you don’t need the reputations on friendly for alts. On the first character you want to take to Nazjatar you do though. This guide may help a bit https://www.wowhead.com/guides/comprehensive-nazjatar-guide
Hm, then I’m a little confused still. 
Completed all of that guide on my main, getting the “Welcome to Nazjatar” section complete on the Sunken Ambitions tab. So I’m unsure why my alt doesn’t / can’t get the quests. D:
No, you can just get the quest when you turn 120. So no worries on reputations. You get it from your ship if i recall right.
Has your alt gone to the ship to unlock the world quests and get the flightwhistle? It’s what i usually do when i reach 120 before heading to Nazjatar. As an example, my troll hunter reached 120 yesterday, has no reputation at friendly, has not unlocked all three footholds, but has gotten “The Warchief’s orders” after unlocking the WQ’s.
You don’t need the rep on alts. Just be in the right place (ship) and log in and out there if it doesn’t pop up. Provided you have done it once on another character it will appear.
Aye. Sometimes the quest refuses to show up, which is why you need to do this.
