Seems you can have only 20 of these, they drop lots now and the mailbox is being flooded with them, can’t easily delete in mass.
It used to be that you could delete those uncollectable mails with having to fiddle about deleting stuff in the inventory first but that was changed in one of the BFA patches.
These days I just ignore them until they expire and the game deletes them.
