Problem: Main is full geared and has too much Honor. Twink has no gear and no honor, must die through PvP to gear.
Solution: Make those BoA-honor-tokens that give 150 honor buyable for 300 honor (conversion-rate should encourage to play with the twink as much as possible).
Problem: New players don’t have that opportunity, they will get steamrolled by full-geared mains AND twinks, which now can “instantly” get full-geared.
Solution: In PvP, scale ANY gear up to a comfortable level, so that it is not an instant loss (I see you, people queueing as healer with 90k hp).
Problem: Any incentive to progress gear prior to honor gear is deactivated, people will get carried by that PvP-Upscaling, fully gear with PvP and use that for PvE. Crafted PvP-Gear (lower than honor gear) becomes unimportant.
Solution: @ Gear level: The target item level for PvP-Upscaling must be lower than crafted PvP Gear, but comfortable enough to not be one-shotted. Crafte PvP Gear should be worthy, but optional - Crafted PvP Gear as an expected progression step is a bad idea, especially on low-populated servers and at the start of seasons/xPac (See what happened to the Horde at the start of DF).
Solution: @ Incentive: There must be a minimum item-level, which gets upscaled for PvP, it should not be a completely free ride, since this is still an MMO.
Problem: People will ignore those possibilities, and still ding 70 and queue as 90k HP healers for PvP, since their item level is so low, that it won’t upscale because of the aforementioned restriction. They may not care much about actually winning the BG, just (afk)leech for gear. But it’s very frustrating for their team.
Solution: Allow PvP-queueing only with a minimum item level. As is already the case for Dungeon-Queuing. Obviously, these minimum item level must be ABOVE the item-level at which PvP-Upscaling begins. That minimum item-level should be EASILY reachable with basic Questing/WQs/WPvP/Normal Dungeons at level 70 and not take much time (below 3 hours gametime). Additionally, the game could do a better job of explaining all restrictions and possibilities to get gear, prior to queue for PvP.
