Legendaries are harder to get and its not cool that the work is wasted in the next season, Blizzard should add ability to upgrade them to level of current seasons gear, not higher, like in original season, but same ilvl as highest drops for the rest of expansion.
to make it more fair upgrade option should be limited to few weeks after patch or 1 upgrade per week til level is reached.
after expansion ends legendaries should become heirlooms so you can still have fun with them while leveling.
if any expansions like legion or shadowlands where legendaries are common are added those should be either different, new rarity, or the rare legendaries should be made a new rarity like gold mythic/unique and this shouldnt apply only to them.
heirloom part could work also with older legendaries or spec weapons from legion, would add additional content for people to do and more fun option for legendaries.
If they were to tune those legendaries on a leveling scale, I wouldn’t say no and it would be nice to see a bit more activity within those lower level content raids. As long as the proc effects are adjusted to avoid them being a meta item to obtain for higher level content (mythic raids/+25 and above keys).
But I do believe it’s not something the developers will really spend time on to add. They’re more focuses on current/future content. Maybe in the future it’s something they may do, but I wouldn’t hold my breath.
I think legendaries are bad for the game in their current form.
If they’re powerful, the class will either be overpowered with them, or underpowered without them. This is a lose-lose situation.
I think legendaries should be as powerful as any other mythic-tier item-level weapon of the current season, not better or worse, but they should look really special. That way, it wouldn’t feel bad for players to not have the legendary. It would be similar to mythic raid mounts, where they don’t have a functional use, but due to the rarity and cool looks, people will want to have it.
Bad idea. Currently it would be impossible for a hunter or evoker to get a group for previous tiers and farm the legendaries, which would be REQUIRED for any serious content.
And because they do not want to invalidate all new items they add. If there is let’s say a lego bow in the first patch and you can upgrade it, then any ranged weapon you add in that expansion loses its value.
Also it would cause a huge number of complains, because the players that get a lego in the first patch will be happy whole expansions, while specs that get it at later patches or not at all, will have a bad time.
