The ‘Return to Lordaeron’ Achievement is account-wide, but the reward for it, aside of Customization, is not.
I love that title, especially on Humans and Undead. But having to play them to 60 AND do that quest is quite a tedious task.
Yes, this is an RP and Immersion thing, I have 50s and lower that I’d love that title for, and can’t.
Most other “of XYZ” titles are account-wide as well!
It does seem odd that it’s not account wide, considering its not (as far as we are aware) time locked or a particularly challenging achievement to get.
But your reasoning seems odd. It’s just a title, if you want be bothered to run it again, just use a different one.
Blizzard need to push the money from all people unsubbed last months and all that are gonna unsub untill dragonflight (since shadowlands is over and season 4 is a fail ) so locking stuff on 60 lvl is a subtle way of selling boosts.
What more can i say?

My point being, thats not a reason to be making changes to the game though.
However, I agree it is strange that the title is character locked for a non-challenging title. I imagine it was something what over looked.

Indeed, it makes no sense to not make it acc-wide. I start to wound if they truly leaned anything from the past. Doesn’t give me hope for 10.0!

Matter of fact, I made a brand new Character to fit the title.
Given I’ve leveled three characters 1-60 in the past month one could understand my reluctance to do so again 
You know, like the account-wide Titles that are “of Silvermoon”, “of Orgrimmar”, etc?
If not for my personal niche RP reasonings, it’s a matter of consistency.
