Increase the cooldown but also increase to healing done. Change the proc to affect the next healing done to that target.
Shaman lacks a strong single target instant heal. This would make PWave more useful and not just another multi target heal.
well it does that on live but it will be removed in tww.
That is great because that makes pmw a terrible aoe heal and finally we don’t have to pick it anymore.
