Shadowmourne shards exchange isn’t the way to do it, because in the raid there will be someone farming shadowmourne, so they’ll want the frags for that, and they will get prio on it.
Making it more accessible to pugs will be hard to do without making it way too easy to get, because unfortunately there’s no incentive for someone to go into ulduar other than helping someone get val’anyr, The only way around this would be to make the old raid bosses drop scourgestones, but even then people would probably still stick to grinding RDF for them.
Moving the frags into 10 man would help, as most people will have an easier time finding 9 competent guildies willing to go blast through Ulduar 10 where you can stomp the hard modes, than you would finding 24 to go Ulduar 25 and pray that they’re all competent enough for the hard modes.
Hard to disagree about finding competent 23 people, usually we had like 5-6 friends and 5-8 random people who knew what they must do in Ulduar, so I just gave em assignments on my paladin and the rest were in progressing mode every time nothing new here it is what you get for trying organising none GDKP PUG raid.
Not really, you can create your own pugs and hard reserve the shards. Ppl do it every week. But its too much dedication and thats why ppl like you dont do it.

Most of 25HM 252 gear is sold for Scourge stones from Gamma heroics now.
25 normal drops the same 232 gear that is way easier to get in Ulduar 10 normal and also drops left and right in new ICC 5ppl instances along with triumph and frost badges and Scourge stones giving you a guarantee to get 245 or even 252 gear.
Heroic Gammas will boost you to be able to participate in TOGC 25 for 258 gear that will finally get you to 5,3 GS and, would be accepted to ICC.
You see a desire from a PUG player perspective to visit Ulduar 10 here, not mentioning Ulduar 25? I don’t. We barely could have people in MS/OS in phase 3 who had experience in Ulduar 25 HM. Usually these were players with no logs or normal logs only who bought their 245 gear in ToC 25 GDKPs sometimes even with 1-2 PvP abuse slots, looking to get Flare from Vesax, but not even knowing how to avoid his projectiles. The geared and the skilled ones were taken out by GDKPs. As for normal mode 25 in phase 3 barely anyone above 4,5 wanted to go there and that were usually around 8-11 people player per 4h of serach. Those who signed up we 3,6K-4K GS who needed normal runs first. But the paradox was that after finishing it they didn’t needed 25 normal anymore as they sat around 4,8K GS allready.
Phase 4 killed Valanir farm even in GDKPs as of current I do not see the whole budget of Algalon, Kologarn, Vesax and Yogg skip run for Valanir pieces brining more that first quarter of ICC. This is why as of current you don’t see anyone gathering Ulduar at all.
In phase 3 yeah, but with Gammas/the new 5 mans/scourgestones, people can get to ToC gear level through 5 mans, there’s no reason for anyone to want to go to Uld 25 anymore other than those after val’anyr. I was putting groups together to farm mine up, and even the week before phase 4 came out there was zero interest from pugs, because they knew they just had to wait a week to be able to grind out better in dungeons.
Even without gammas, there would still be no point to go to Uld-25 in phase 4, 232 normal gear is useless because it is much easier to get better gear in ToC or 3 ICC dungeons, 252 HM gear is no more absolute bis now, it is just a very good catch-up, but you still need good raid to defeat algolon and other hardmodes, so it is too hard for fresh players, and for geared players it is useless because 252 is not absolute BiS now.
