He means dazed. Tanks don’t get dazed.

Its passive,less chance to be interrupted by mobs while you grabbing stuff

no! i mean interupted ,thers “cast” time while you herb and mine, in guardian spec your passive dodge will prevent mobs to interupt you even if you get hit! not all ways but most of the time
