The mentioned quest is very important to progress the story line in shadow lands.
In the past days the contruct to kill Baron Halis was very strong and the quest easy.
Today the contruct dies after 3 hits that makes this quest impossible.

Can confirm, currently impossible to finish the quest.

This bug is a known issue, and should be fixed in patch 10.2.7 (unless something changes last minute).

Blizz still almost one year after not resolved the issue, but i created a video that could help you.
Edit: Its super-sad that the content like the Maw, the Sanctum of domination and Sepulcher of the First Ones are locked behind the main story for a expansion that is already more than 4 years old. You simply couldnt progress further for a main quest that is locking you out of all achievments, mogs, mounts, etc.
