Can you tell me please if Demon Hunter’s Mana Break is a debuff on target? can be dispelled?

(I put this at DH forum, but no one bothered to answer me).

It’s not debuff and you can not dispell it. It’s target circle ability , you can move out of it if you want to avoid it.

just run relentless, if the healer is a brainlet its a free win since the DH will never have enough stun duration to land the full duration of mana break (mana break is a small aoe)

50 Fury Melee Range

Instant cast 1 min cooldown

Requires Demon Hunter (Havoc)
Requires level 40

Deals up to 5% of the target’s maximum health in Chaos damage, and increases the mana cost of the their spells by 30% for 10 sec.

Buff

Mana Break

Mana costs increased by 30%.
10 seconds remaining

You write “Buff”, so it s a buff for DH? Can i offensively dispel it? Or it s a debuff for me ? In that case can i dispel it?
[I mean i already have read in wowhead the description you mentioned, but i cant figure out what s happening. I guess i must ask a DH for a duel to see things my own).

its a debuff on you and you cannot dispel it, 30% more mana cost for 10s
