I had played last in 2016 and am now starting again. So I forgot loads and lots has been changed as well. I’m currently trying to get familiar with the talent tree and what a good set up is for a subtlety rogue.
Something I don’t get is when ‘charges’ are mentioned. For example that thistle tea talent says max 3 charges or something. And for some other talents it sometimes says something like ‘add another charge if talent has been learned already’.
Aren’t charges usually how many times I can use an item and then it disappears? But that doesn’t make sense for talents, does it? I’m confused. Been trying to google it but without any success so I’m trying it here. Any help much appreciated!

Ok, my bad - post top says Aeowyna - Warlock, but I got 2 rogues as well 
You get an additional use that will be on the cooldown
So if you use thistle tea once it will go on a minute cooldown but you will have 2 more uses left that also each follow the cooldown of the first one.
You can only cool down 1 charge at a time so once you use it the next time you get a new charge is a minute later. And again at 2 minutes etc. Same for everything else on the same principle.
