You should learn it by default when you are leveling up your Pandarian Engineering. Do not remember what level I needed to be in it but I learned it when I went back to a trainer to train.
I used the little gnome Sally Fizzlefury at Nessingway Safari in Valley of the Four Winds but there are others aswell who can teach it.
Panda Engineer my level maximum. No instructor teaches. They’ve been removed from the game, I think. Wowhead’s information is wrong now
The gnome I mentioned is still in game, I saw her yesterday. You can learn from her even if you are horde.
You need to learn Pandaria engineering and then you will automatically get the recipe for it.
Have you checked your engineering tab under Pandaren engineering? There is no BfA recipe for this pet.
For Horde to get the pattern you have to go to the Vale of Eternal Blossoms inside the Shrine of Two Moons in the Hall of the Crescent Moon under the stairs in the main hall there is a vendor called Guyo Crystalgear that sells the pattern for the Mechanical Pandaren Dragonling. Not sure if there are any level requirements before you can buy it.
I think (could be wrong) you need at least 25 or 50 in Pandarian Engineering before you can learn it.
As I mentioned before, the gnome in Nessingway Safari can teach it aswell to horde cause that is where I went on my undead to learn it.
