Is this item account-bound?

Can I buy it on Kazzak and use on Draenor?

You couldn’t during WoD, no idea now but I’d guess still no.

If it doesn’t say Binds to Blizzard Battle. net account, then no, you cannot trade it cross realm/cross faction.

So in this case medallion of the Legion can be traded only to the same faction/same realm characters.

If you look at the actual item, not the spell…

It is not account bound. It is tradeable and therefore can be mailed, but only to characters on the same realm or connected realm if there is one and same faction.
