Low levels are filled. 10 -20 is more than ½ the player base, wich fit death statistics - barely any is above 50 - so what you say sounds smart, only is not true.

I was expecting you would bring that up. We both know that the players base is mainly grouped around level 1-20 and 60.
So between 20-59 you have no one to play with, and even you find people you will end up most probably without a tank or a heal or both. So we get back to original point where you can’t do half of the content because of lacking player base, and playing alone in dead game is not what you look for in WoW, specially in HC.
70 in their 30es and 85 in their 40es, is still not no one. And only 48 at 60.
Probably people of those level not want do much dungeons and risk life to PUG - I won’t
I would recommend you join a good Guild, instead trying trash talk HC in forums.
In the 20es you even have 124.

That’s still 270 people on 30 differents level, 8 players on each level. Still that’s definitely no one on the map. When people in the good guild as you say “Hardcore Elite/Deathblow” have to wait more than 1 hour to form a group for dungeons below 60. you are certain that you will most probably not attempt any if you are not part of their guild.
Sorry i’m in an active and good guild. But hey when there is 10 post about merging server and 50 peoples saying that they have to wait to a dungeon or elite and end up being too high level to enjoy the content. But you the only guy against it because
