Meryl's Conjured Refreshment/other similar items not functioning

Using any of the Troop Vitality Restoration Items is not possible - When used, the icon remains lit, and the item is not consumed or applied. I’ve queried this with a few people, and it appears that it is not just happening with the Mage version of this item.

This glitch occurs with or without Addons enabled.

Any assistance with this would be greatly appreciated.
