I checked all the popular mage guides (wowhead/icy-veins), and there’s no info when to use it.

They do damage but it’s so low as to be practically non-existent - in Ilvl 132 gear they do 1.2k damage over 40 seconds, which is basically nothing.
I guess if you were trying to get every last ounce of damage out, you’d probably use it on cooldown.
It has a few realistic uses: -
As a damage reduction - 20% isn’t much but it’s better than nothing, whilst it does last 40 seconds, taking a 3 direct hits will cause the images to disappate and end the effect early. From what I can tell though, the images don’t dissipate when you’re taking DoT damage, only when you take direct hits.
As a threat drop - casting images causes mobs to attack the images instead, allowing you survive longer/get further away/have a tank retake aggro.
As a slow - the Frostbolts that the images cast do actually slow, allowing you slow enemies in PvP without having to cast, as well as giving Fire an actual slow.
Yh its great on aoe dmg like Kragmar or Maut. It would be a dps loss to cast it during a full rotation but you can precast them before a pull for a minor dps gain.
I have survived one shot mechanics were my mirror image took all the dmg for me… think that was a bug though.
I don’t use it often myself. It does draw aggro so i usually use it in a pinch.
I didn’t know the damage increase was so marginal, so i guess i’ll keep using it defensively
I mostly use it in situations where i need the agrro of of me. Though the ability itself is always a cool one.
