Can we get the visual effects of the legendary cloaks from Pandaria put on them when transmogged, like the wings from the Malefic set?

Would be cool, but as far as I know, the effects weren’t entirely cosmetic, they activated when the effect of the cape activated.
If they could make it trigger randomly, on jumping or periodically on using spells, that’d be great.
Hell, they could even make the effects a seperate transmog.
