Mistweaver monk shoulder staff animation?

Hi guys! In the video below, the guy is a Mistweaver, yet he carries his staff on his shoulder. I can’t figure out how to achieve this, and I couldn’t find anything on google or wowhead. You can do this, only with the Artifact Weapons attained from Legion.
(you should be able to transmog any staff to this for it to work).

Artifact weapons can be mogged over any weapon type, even 1handed+offhand.
