So, the issue is that Zen Pulse seems to ignore macro targeting options. It only works if you hard target the player you want to cast it on, AND disable action targeting (otherwise it will try to cast it on a hostile target and the spell will be stuck on the cursor).
i have same problem. with Wuhdo addon. Zen pulse is big problem to play now with no mouse over .
The only workaround I could find is to enable in vuhdo Spells > Misc > Target unit.
This will hard target the player you’re casting on. (and also you have to disable action targeting)

Hope fix is coming fast. its not perfect fix. it make me hate this talent 
Or you can press alt then press zen puse but its so not fun.
