mogushan vaults 25hc will of emperor encounter doesn’t start when opening mogu construct panel like normal. happened twice in a row, gave up after.
changing to nm works fine…
You need to hit the pipes in the room to start the encounter in Heroic mode.

I did hit the pipes 2 time , there is a 6 pipes , and it didnt work on HC
