Empowered blackout reinforced kick doesn’t happen that often as before and spinning crane kick almost always procced it , now it simply procs way to seldom .

Since you asked about SEF vs serenity in m+, I suspect you tried out SEF and noticed that SCK wasn’t triggering BR during your cooldowns anymore.
Don’t worry, they can’t really change the proc rate of an effect like that without anyone noticing the game data changes. Blackout Reinforcement has a procrate of 2.5 per minute on its own, and any time you cast a free Spinning Crane Kick, which is either from a Dance of Chi-Ji proc or when it’s cast during Serenity.
SEF vs serenity in m+ is just whichever you prefer, there’s no significant difference between the two. SEF does slightly better on big aoe and serenity does slightly better on low targets, but even when minmaxing, that difference is really small on overall damage.
