So I see it says it’s humanoid. And it made me wonder if it’s just considered a pet, like animals, or similar to the argent squire and gruntling, aka a child. I am just trying to work out from an RP point of view how to use it on a Druid.

Unlike the Wildkin, Moonkin are blessed by Elune, meaning they are more intelligent creatures than other Humanoid-beasts (such as like yetis), as they can speak broken English (like Aroom, a Moonkin quest giver). You’re probably right in thinking that a hatchling is more like a child than a tamed creature.

They’re definitely people, in a sense and fully sapient. There’s even a moonkin druid class in the dreamgrove with the little ones imitating a grown one.
